Rads not turning off

Hi all, I'm getting stressed please help, I have 80% of a new install set up, last 3 rads are going in next week.
I have 5 rads currently on the system. It 2 both upstairs and next to each other are giving me grief. They seem very reluctant to turn off , I can here the motors spinning to adjust the valve, and sometimes I can here the water being pumped and sometimes. To, but they always seem hot, one room is currently 27 degrees and the room is set to 19!!

I have unlocked the valve and managed 4-5 complete revolutions on the black part that is left before it goes really tight. Are my valves faulty, how tight should a head be to stop the water flow

Any other ideas

What radiator valves are these fitted to? Have you looked at my video here to ensure compatibility - https://theevohomeshop.co.uk/en/content ... patibility ?

The black hand wheel has limit stops. There is no 'forcing' of the wheel required.

Hi all, more info, I took the evohome valves off, reset everything, I then set them to off and left them( tried short and long stroke) both rads are still getting hot, this leaves me to the conclusion that the rad valves are not compatible to have failed .

Does anybody agree with this?
