Controller setting radiator valve to setback

Due to a sustained power failure I had to reinstall the zone/radiators. Up that point all worked as required. However in one zone the controller is setting the radiator valve to the setback minimum. I have swapped valves but the problem repeats for that zone - approx every hour. I can't find anything amiss with the controller that would cause this. I have tried deleting the zone & re-creating but no change.
