Radiator staying on constantly even though it's supposed to

Hi
Hoping you guys can help
I have 11 radiator valves I0 rooms
Boiler man did wiring and I got system going
All working well and to schedule except for the radiator in the kitchen which doesn't seem to turn off as it is scheduled
It is staying on all the time even if I turn radiator valve down
Any ideas what I have done wrong?

Sounds like it is fitted incorrectly or the valve is not compatible or damaged?
