HR92 bound but not affecting radiator temperature

We recently removed our radiator then refitted. The HR92 radiator controller is bound to the evohome controller and will change the temp display on the HR92. However the radiator temperature remains constant (very hot) despite the controller showing 13 deg, e.g. the controller isn’t controlling the temp. What am I missing?
