Installing in to Shop and Flat

Hi All,

I have a property with a shop and a flat above.
I would like to create two zones only. One upstairs one down, each have 4 radiators but only one combi boiler which is shared by the shop. At the moment only the shop has control of heating, so the heating is left on during the night for the flat.
The shop and the flat want to be able to control there heating independently. Is this possible with evohome and what would be required?
If wifi is needed, it will be using the flats wifi. If the wifi gets cut off will the system continue to work?
Also is the boiler also controlled or just the thermostats? If all thermostats are off will the boiler be ok?

Sorry for so many questions - it just seems a little complex to me.
