rads getting hot with heating switched off

I have just had a evo system installed so this could be a driver error (me).
Room1
The CH is switched off on the controller (not set to min etc) but two Rads are getting warm to the touch when the HW is on?
the first rad has a RH92 valve on it and a single zone round stat shows correct room temp and valve display shows off its as if I have set temp to min or away and its running on frost senced (but heating is OFF).
Room 2
I have two rads in this room one each end of the room the second rad of the two the first rad is controled by rh92 in the room is a single zone round stat there is no control at all of the second rad and it is this one that is also getting warm when the water is on?

My installer said that if I had controll of both rads in this room each rad would fight each other but shorley if the controlers are configured to the same temp via the room stat that will not happen so it looks to me like un controled rad will be running flat out and the the controled rad just used to top up temp? rother than shairing the load across the two rads so that both ends of the room are the same temp?

any help on these problems would be good

up date
the controler shows heating off... but some rads show off and some show 5 Deg on the display on the valves

the fitters have returned and told me that there will always be a leakage of hot water round the rads with the heating switched off!!!!!!

also the hot water tank is red hot at the top the centre where the stat is strapped on it is about 50% cooler than the top and the bottom of the tank is warm to the touch

the water temp is set to 50 in the settings of the controller the controller never gets higher than 45-46 the water is set to come on at 0530 and off at 2100 the tank is also new with the system my old tank was same temp over the hole tank I have the manufactures insulation and a tank jacket-

another point is that the controller shows 45 but the on line monitoring shows 50

where do i find out what my boiler is doing?

I am apprehensive to change the thermostat batteries as I have been given no information on resetting the transmitter when the batteries are replaced
what little doc's I have is very poor and dose not have a problem if this wrong try that.......its summer now and having problems with just the hot water what will happen in winter with the heating......

on a separate note I have not been given any warranty of ganarentie paperwork for any of the equipment fitted to send to you?

There will be no leakage though a radiator if valve is closed ie HR92 is not calling

Re the cylinder. You will never have same temperature top to bottom unless you hav a pump to mix the water in th cylinder. Hot air and liquids get less dense, so rise, hence you ylinder is hotter at the top. Cold water enters at the base if the cylinder, so it will be a lot oiler there.

What setting are you running h boiler at? If you never achieve set temperature on the cylinder, I would b investigating flow and return temperatures before suspecting the controls

I understand on a difference in temp from top to bottom but my old one was red hot at top and really hot at the bottom but this one is red hot at top and just warm to the touch at bottom my old tank was copper new one is steel? the valve on the rad is showing off but the rad is always warm to the touch I was told that the towel rail in the bath room was meant to run off hot when the water was on the distance it traveled would set up a self convection system which the old one seemed to do ...
sorry not a plumber I have not touched the boiler and don't know how to check flow return or settings

ps the plumber has sergested that I move the tank thermostat down the tank so boiler is on longer?
