Evohome with Traditional Radiators

Hi, first question here for me and looking for advice rather than criticism. As part of a renovation, we installed an evohome system in April when having central heating upgraded. W have a S-plan system, so BDR 91 for CH, and another BDR 91 for DHW. Each radiator (except bathroom towel rad) has a HR91 controller on it.

As our renovation has progressed, we are fitting two of the zones with traditional looking radiators and the HR91 isn’t very much in keeping with the look. We’d rather traditional looking lock off valves on these radiators and the controlling valve hidden somewhere remote/out of sight.

My current thoughts are to re-plumb those two zones with separate feeds. The floors are currently up so now is the time for such a decision. Then my confusion starts for best solution. Should I:
* install on/off zone valves bound to respective zone BDR91 relays and add thermostats in each zone. Is no modulating control on the valve a big loss?
* Install an UFH manifold (no pump) with HCC80r controller, zone actuators and zone thermostats. Would allow modulating control but more expensive.
* Reuse the HR91 actuators in a hidden space but bind a thermostat to each zone? I guess this would be the cheapest and easiest option.
* Any other suggestions?

HR91's hidden with a straight valve (VHL120-15S) and a zone thermostat (DTS92E or T87RF) in the room is cheapest option.

You would still get modulation with a zone valve zone, but this is on/off proportionally controlled (TPI control) but more expensive.

No benefit to having a HCC80R (plus they are not available till next year).
